Earl of Kimberley to transmit
you for the consideration of Earl Granville, with refer[ence] to your
letter dated the 29th
March, 1870, and other correspondence on the [same]
subject,
an ordinance which has been enacted
by the Governor of Hongkong with the advice of his Legislative Council to modify the regulations of the Chinese Passengers Act of 1855. I am also to [en]close
a copy of a report of the Attorney General of Hongkong
Lord Kimberley caused this ordinance to be referred to the Emigration Commissioners for the expression of their opinion
thereon, and I am to forward...
